You can create extra arch by raising your hips and butt when doing the high jump. But the way to do it isn’t just by trying to arch more.
To raise your hips and butt more, you need to do the following.
You need to open up your hips.
This means you need to transition your knee drive in a way where your legs open out like frogs legs. This means your knees will need to be in a position where they are pointing outwards.

You need to look at a focal point when arching backwards to get the full arch.
Looking at the back corner should give you the full arc over the bar.

Squeeze your butt cheeks at the top of the arc.
By doing the squeeze, you should be able to get a few extra centimetres in height.
